Unable to enroll a new employee

I am trying to enroll a new employee. The steps I have taken are as follows:
1. Press Menu->enter administrator fingerprint-> Select User Mgmt Icon
I expect the option to show Enroll new user but instead, there is a quick flash of a screen that is so quick I can't tell what it shows, but then the screen that is presented is the list of current employees...

It has been a while since I had to enroll a new employee so I may have missed a step but I can't be sure that the screen that flashes by and then goes to the list of current employees, is not the screen I am looking for. I unplugged the unit thinking this might reboot the computer but the same thing happens... would appreciate any suggestions you have.
